On a five-year horizon, booster boxes have outperformed ETBs in nine of the last twelve major Pokémon releases. The exceptions cluster around sets with unusually strong promo cards locked behind the ETB SKU.
If you are buying for the hold, the default is the booster box. If you are buying for the cards inside, the math flips set by set.
